I also received a check for $3,950.00 with the exact same letter.

The only difference I could find was the routing number at the bottom of the check mine was 057911 122037171 68000105209201. It was dated for August 4th 2008.

At the bottom of the letter it states three different options,
Option A: Accept the check. Grant Amt. $39,000.00 Taxes/Fees $1,950.00 Your take home $37,050.00.
Option B: Don't accept the check (Pay taxes and admin feesby self) Grant Amt. $39,000.00 Your take home $39,000.00
Option C: No Thanks (The Award will be turned over to charities in the State/Province of residence of the recipient after the expiry date.)

Three names are given in the letter and or on the check:
Frank Bogart or Carmen Sloan are to be contacted and the name on the check for the signature is Thomas W. Casey.

The one thing that caught my eye was on the check it says "Official Check"
