Dominion Power sells worthless insurance that you can sign up for at an extra charge every month.  When I tried to use the insurance for a broken water heater I was told that it was a preexisting condition.  Dominion pays the contractors they send to your home to make the assessment and you have no recourse once their contractor announces it as a preexisting condition.

In my case there had been no leak or work done on the water heater since i had bought the house more than a year earlier.  The technician sent by Dominion claimed that the presence of rust on the water heater meant that it was a preexisitng condinition so apparently any water heater with some age is ineligible for the insurance.  What a scam!
