Dream Careers Failed to provide contractual refund even after numerous calls and emails San Mateo Califormia

My daughter signed up for this program to find an internship last summer.  They referred her to one company in NYC that was unable to interview her until after school let out in May.  My daughter was able to find an internship through her college, so she notified them that she would not need any other referrals.  She paid a $999 application fee (non-refundable - ok).  She also paid over $8,000 for the program which included placement with a company for an internship, housing, transportation, entertainment, etc.  Because she cancelled herself rather than waiting for them to fail, saving them time and effort, in the small print, it states that she is only eligible for a 50% refund.  If she had not canceled, she would have been eligible for the full $8,000 refund.  To make matters worse, after numerous calls and emails, they have not even sent her the 50% refund owed to her.  Now, they don't even answer the phone.  They are unfair in their policy and don't even abide by the small print in their own contract.
