My mother had a massive stroke in July 2007. She live in poverty - $1012 a month. My siblings and I subsidize and take care of her bills - since she has no sense of financial stability and will spend money frivolously. We try to protect her from telephone sales and scams - we have changed her phone number 6 times in 10 years.
Apparently in 2008 DTE Home Protection called her and set her up on their protection plan. She didn't ask us, or tell us. We pay her bills. My sister and her husband have been paying the DTE bill and they have 5 children so they have mostly paid it late each month. I happened to be at their home in May and saw the bill on the counter. I looked and saw a bill with a past due amount and sowing a non-payment fee of $21.90.
I took over paying her DTE bill right then and there. I called DTE Energy and explained - I asked them to remove the late fee and promised I would never be late paying in the future. The rep put me on hold came back and told me that fee was for her Home Protection Plus plan. DTE Line item on the first page of the bill states NON-Payment Plan Charges $21.90. After MANY calls they had my mom on HPP Core and something called Auxillary Space Heater ?.
Found out core would be furnace and water heater. In 2014 we (kids) paid to replace her furnace and in 2017 we paid to replace her water heater. I asked for a refund of all payments to the plan. I felt the line on the bill was misleading and we had no idea. I have called 23 times since may and each time they say they will escalate and I never get a response.
I think a class action lawsuit is in order they prey on the elderly knowing they have cognitive issues and the line descriptction is misleading. I called, emailed, and filed complaint with the BBB - DTE refuses to respond. Look at the reviews - they are shysters! Beware. Terrible business.

If your mother no longer has control over any money, the calls are basically harmless. Let her have conversations with all the scam artists she likes, in the end she'll just be wasting their time.
When I visit my parents scammers call several times a day (my father has dementia and spends a lot of time "requesting information" about EVERYTHING using online popup surveys, he doesn't realy know what he's doing) and I actually enjoy talking to them, especially when it comes time to tell them that they've wasted their valuable scamming time with me.
There's zero harm in your mom having conversations with people if she doesn't have access to money.

We cleaned up and took away all access within a year of her stroke, but that doesnt prevent phone calls. We have tohave a phone for emergencies and DTE called her and they had to know she wasn't able tomake this decision.
Again, preditory practices, and DTE HPP has a terrible history and rating. They will not even respond to my calls or emails. They are in the wrong.

is cancel the service entirely, and then get Power of Attorney and total control of your mom's spending. She should not possess any credit or debit cards she can hand over to scammers on the phone, and if she continues to do her own shopping it should be with cash you gave her as an allowance. This is going to happen again and again if she continues to have access to credit or debit cards.
And tell this "warranty company" that they will be getting no more money so they might as well cancel the "contract" and be happy with the money they got from her up to now.
