E470 Highway Authority LicensePlateTollExpressToll Failure to notify me of charge and added late charges Denver Colorado

I have been an occasional traveler to Colorado for decades. I usually avoid the new toll road around the city, but recently chose to take advantage of the new "E"470 by opening an account online. The program is supposed to automatically detect my license plate and send me a bill, right?

I did indeed use the toll road on 8/28/13, and—expected to be notified of the amount owed—promptly forgot about it until I received a vivid red "PAST DUE!" statement on 12/7/13. The balance owed included a $5 late fee.

I verified my account online. All vehicle and contact information, including email address and telephone number are correct and unchanged. There are three statements there, but it never even occurred to me to go back to that website. 

After reading about other complaints, I decided the $5 was a better deal that being hassled for $3.75 by a collection agency, so I paid the ransom. The site acknowleged the payment and assured me that a receipt would be emailed to me, so I know it understands the concept of email and notifications (though I have yet to receive any emails from the site, other than the confirmation email when I set up my account in July.

I pay my bills, and go out of my way to avoid late charges. I would rather drive the entire breadth of the city of Denver on Colfax and Colorado Boulevard, than to be held up like this again.
