EASTERN WATER MUNICIPAL DISTRICT EMWD Refused to stop fraudulent ACH Electronic Draft when informed, Refused to investigate fraudulent ACH, Refused to refund fraudulent ACH Perris CA California

On September 4, 2018 I noticed a fraudulent Electronic Draft (ACH) processing on my business account from EMWD WEB_PAY (Merchant) in the amount of 221.62 I contacted the Merchant immediately on their listed phone number and after talking with a customer service I was transferred to "Catrina", a "Quality and Assurance Specialist, employer ID (as given by her) #1836, extension 4496. After explained to her that a fraudulent transaction initiated by her employer is processing on my account, I asked to immediately stop the transaction. She was able to identify the transaction on her end and confirm my business account number. She indicated the transaction was initiated by a customer for a service address in the City of Perris, California. Then she stated she will not stop the transaction because, as much as she is concerned, the individual who made the payment may be my brother, sister, uncle, mother (her words) or anyone who has access to my account. She also stated she will not ask the customer how he or she made the payment and her company will not stop, nor investigate this transaction, despite the fact I notified EMWD of the fraud. She also stated that the only party which will lose is EMWD if the transaction is reversed. I pointed to her that she is not telling the truth, that if a payment is reversed, EMWD will charge the correspondent account. She advised me that I should file a fraud claim with my bank to recover, but my bank is charging significant fees to stop an ACH> All phone conversations are recorded by EMWD! 

On September 6, 2018, the fraudulent transaction was completed by my bank which damaged me for the amount debited. EMWD refused to stop the transaction.
