ebay seller angelikaangel74 Angelika Breitbach Paid eBay seller angelikaangel74 for magazine but never recieved it City Unknown, Internet

I here provide my PayPal receipt as proof that I paid for a $17.50 U.S. magazine from ebay seller angelikaangel74 aka Angelika Breitbach; however, I have never received it.   I missed the 45 day limit for starting a PayPal disupute (limit starts date of payment). 

Her ebay sales page is: http://myworld.ebay.ca/angelikaangel74 , located in Germany.  She has 174 sales with a 99.4% +ve rating, so I didn't expect this to happen.  In the email below, she claims she must have sent it.  If that's true, someone else must have lost or stole it, but if this happens too many times, don't deal with the seller.

Hi david after a few month to say you never recieved your item is unnormal.i always check the postway when someone never recieved his mags but now i cant check anymore its too late i look into my magazine but im sure i send it to you im sorry but i cant do anymore
