Edgar Leon Taken Advance and Did not turn back Fresno California

Mr. Edgar Leon was working in our neighbourhood and my dad approched to him for patio work in our new home in fresno.

Edgar came and did all measurement and told us that he can finish the work in three days and the deal was agreed in $ 3000 for all work.

He told me that he will prepare the all documents and come to take advance to start work.

Edgar came to home and took $ 1700 as advance in form of check from my dad and did not gave any documents of the deal or contract saying that tomorrow onwards he will do all the work.

Now from that day to till date we are waiting for him, he didn't come for work. I tried calling and message him but he never answered his cell phone.

I called many time , left voice message saying that I don't want to do work from him, just return my money and if he don't return my money I will complain to the  police department.

But after all this still he didn't come to work and never called me back. 

Now i got to know from my community that he has fooled more person as well, I know one more gentelmen who has paid $ 8000 to edgar for work and he is also still waiting for him.

Please help me to get money back from this guy. I got his Driver's Licence from one of my friends who also has been fooled by this guy.
