I am writing this report to warn people not to go to Progressive Computer Learning located on 6500  Fairmont Avenue, 3rd Floor, El Cerrito CA 94530 because the owner Elaine Lavan is committing fraud by providing inefficient job training skills through her mediocre course modules. 

Elaine Lavan had just recently been evicted from her previous location at 727 El Cerrito Plaza, El Cerrito Ca 94530 for not paying her rent.  This was due to lack of business coming from the EDD's Workforce Investment Act funding because of the numerous complaints by former students of hers about her inability to teach and being incredibly inefficient in terms of helping them with their job skills. 

Elaine Lavan of Progressive Computer Learning does NOT have a track record of students who have graduated with jobs.  And that is the reason why the Employment Development Department (EDD) on 675 Hegenberger Road, Oakland, CA had stopped her from giving sales presentations before a group of dislocated workers every Tuesday in an attempt to promote her school.

Charles Turner of Oakland Private Industry Council, who oversees the Workforce Investment Act programs for dislocated workers, has officially banned Elaine Lavan from giving any kind of presentation at all the Oakland California Employment Development Department centers. Why?  Because numerous students have complained to him constantly about the inefficiency of her courses and the fact that no students have graduated from her school with jobs in the field in which they have so-called studied at Progressive Computer Learning. Is that a shame or what?

Want proof?  Why don't you go to the Oakland Career Center on 1212 Broadway in Oakland California and apply for Workforce Investment Act funding in an attempt to attend Elaine Lavan's Progressive Computer Learning school. I  guarantee you with a 1000% certainty that you will be denied. Why?  Because like I said, former students of hers had complained to Charles Turner about her inefficient course modules fueled by her malfunctioning dinosaur computers that constantly break down and her failing track record of not helping her students get jobs in the field she specializes in. 

In other words, why would Charles Turner allow dislocated workers to waste tax payer's money (Workforce Investment Act money) on inefficient job training education at a mediocre post secondary vocational school with a failing track record that is supported by the numerous complaints against that school? It makes perfect sense for Charles to deny their request for Workforce Investment Act money used on the basis of attending Elaine Lavan's corrupt school.

The whole purpose of the Workforce Investment Act is to help dislocated workers get sufficient job training skills at a reputable and qualified vocational school in a field of a high demand job market.  And Elaine Lavan of Progressive Computer Learning falls incredibly short on that responsibility. She is a disgrace to the post secondary vocational education system. She needs to be put out of business before she hurts another innocent student (or a dislocated worker looking for job training).

Progressive Computer Learning doesn't have any instructors who is present in the class to teach.  Elaine Lavan is the only person who runs the school by running back and forth between her office and her classroom to handle incoming calls that should be handled by a secretary which she cannot afford to hire. Now how can she teach a class effectively by being both a secretary/ office administrator and teacher at the exact same time? In other words, how can you get a good education without the presence of an instructor in the classroom?

If you don't believe me, why don't you visit her school at 6500 Fairmont Avenue, 3rd Floor, El Cerrito CA 94530 and you will see how run down her school is.  She is using incredibly old computers that break down constantly. As a matter of fact, she reprimanded one of her students for taking his assignments home with him because he wasn't able to complete any work on her worn-down computers and, as result ,got written up for not showing up in class. 

Now how unfair is that?  This student decided not to come to her class for a few days because he could get more work done on his very own computer at home than the malfunctioning computers at Progressive Computer Learning. This is outrageous.  Why should the student be blamed and penalized for refusing to sit for three hours in front of computers that don't work? Does this sound like fraud to you?  I hope so.

I also can provide proof that Elaine Lavan is a fraud. How?  Are you aware that most of her former students of hers have consistently helped their fellow classmates with their computer assignments when she herself couldn't figure out how to do a particular exercise in her own training manuals?  What a shame. Now who is the real teacher here?  The students or Elaine Lavan? Obviously the students are smarter than the instructor.  Not looking very good for Progressive Computer Learning.

I have filed a complaint against Elaine Lavan of Progressive Computer Learning with the US Department of Consumer affairs along with other students and unfortunately was told that they have no jurisdiction over fraud involving post secondary schools like Progressive Computer Learning.  Is that sad or what? 

In other words,  Elaine Lavan can get away with fraud without any consequences of prosecution. This is a trend that is taking place right now and there are no laws on the books that protect you (the consumer) from schools like hers.  So the best I can do is to write a negative review about her that is supported by strong facts. Do the research yourself by paying Charles Turner a visit at the Oakland Privacy Industry Council at 1212 Broadway, Oakland California (Oakland Career Center).  Ask him why did he banned her from giving presentations at all the EDD centers?  Please do, and you will be shocked.

If you are wondering what shady tricks Elaine Lavan has up her sleeves currently,  let me tell you now. Due to the fact that she is not able to get access to Workforce Investment act money to keep her school afloat,  she is now desperately trying to apply for accreditation so she can get access to financial aid.

But there is one problem.  In order to get financial aid, she must show proof that she has at least a certain number of students who have enrolled in her class for 2009.  And she doesn't.  In a desperate attempt to get accreditation, she has falsified her enrollment agreements to show fictitious names of students who have so-called attended her school.  She is committing fraud and she needs to be stopped. I am hoping that the US Departments overseeing such accreditation approval process is looking into this and not allow her application for accreditation to be approved.
 
Why don't you visit her school on 6500  Fairmont Avenue, 3rd Floor, El Cerrito CA 94530 and see how run down and old her computers are if you don't believe me.  Why don't you ask Charles Turner of Oakland Private Industry Council at 1212 Broadway, Oakland CA about Elaine Lavan's Progressive Computer Learning?   You will be shocked at his response.
