Ethan is in the States.  He is using what's called a WHOIS mask.  This is a standard service offered by every web resgistrar.  It's designed to conceal the registrant's real contact information from public view in a WHOIS search.  It protects website owners from being deluged with e-mails and phone calls from marketing companies, sowftware vendors, other peddlers and yes, scammers.  When a WHOIS mask is used, the contact information is often assigned by a registrar in a foreign country (such as Panama) so the registrant doesn't even show up as being in the U.S., even though they in, fact, are.  Think of it as an "unlisted phone number" for the internet.

Granted, it can sometimes be used for evasive purpose, but the majority of registrants who use a WHOIS mask do so for security reasons.  Registrars require truthful, accurate contact info from anyone registering a domain (phone, e-mail, physical address, etc), but some folks don't want all that personal info hanging in the wind for everyone to see, so they choose to mask it.  If I were Ethan (especially if I were Ethan), I wouldn't want my phone number and street address out there either.

Listen, I hate Ethan Vanderbilt just as much as the next guy. But let's be honest, Ethan DOES live in the US. He's stated several times in his videos that he lives in California. I don't know where you got the idea that he lives in Panama from.
