Everlast Paving and Brick Pavers Peter George Scam Artist - does not stand behind his work - takes advantage of senior citizens Toms River New Jersey

Peter George gave my parents a quote for replacing the driveway, sidewalks and stairs in their home.  He put in pavers and asked my mother for a check after partial completion so he could purchase more materials.  Then he decided to ask if the back needed to be replaced, which increase the original quote.  He did not provide the railings, and had to return to put them in.  He pulled the original ones off the house, but did not attach the new ones, leaving a giant hole in the siding.  He also built the stairs so the risers were too high.  After 6 months, the porch started to sag.  My mother called him several times, but he never returned the call after 10 voicemails.  
I cannot locate him.  If I do find him, I am serving him with papers to appear in small claims court to get back the money my mother paid to this scam artist.  
He charged my mother $3900 to seal pavers and mortar back siding of house and the work was never done.  He said he was to install 8 inches of stonebase rolled to compaction - and that was not done either. 

We are left with an unsafe porch that sinks every time someone walks on the stairs.
