I was celebrating my birthday down in San Diego at the end of July 2008. I drove to Chula Vista and stoped at border Jack in the Box to get a cup of coffee around 8:10 am on August first, got my coffee and decided to take a walk down the street to get familiar with the area. I had never been in this area of the border before. I spent about 20 minutes looking around; I decided to take a quick pick to the border patrol activity and walked over the pass.
Before doing that I came back up to get a coffe refill, I saw the car there and went back down to the overpass about 8:45 am. I returned a few minutes later, to my surprise the car was gone. My car was picked up at 8:49am; I now realized that I had someone following me all over the place for about 35 minutes.
The moment I head out to the over pass, this person reported that I was gone and my car was picked up. The truck Driver provided the owner cell phone # so I called to see where my rental car was. The person answering the cell phone was Felix, he claim to be the owner, he is Puerto Rican. The most disrespectful individual you can fin in the Caribbean Islands.
To make a long story short. He charged me $350 to release the Rental car. They had the car for less than 2 hours. This is well organized SCAM, between the business owners, Tow Company, and what they call "raiteros" the same tow truck driver connected me with the "raitero" who charged me $30 to bring me to where the car was. This guys a running a very profitable business, they ask for cash only, so they don't have to report it and pay tax on it. This is a well organized SCAM. Can you imagine how many victims they hit everyday.
I was there for less than one hour, my car was gone and they had anothe car already hoocked up to the tow truck. Someone must do something about this cynical people. San diego authorities are you aware of this? Please help us.

How is it a scam? Illegal parking on private property = you get towed

It's not a scam for a business owner to remove illegally parked cars from their own private property. Would you like it if someone else just parked their car in your own driveway without permission, and left you without anywhere to park? That's exactly what you were doing.
These towing companies are hired by the businesses in this area, because these businesses they have a big problem with people who aren't customers parking in their lots, and then taking off to go across the border or somewhere else, and then their customers have no place to park.
That towing company is under contract because Jack-in-the-Box hired them to remove cars illegally parked on their private property, a lot with under 15 spaces that J-I-B needs for their patrons, that is clearly marked 'For Customers Only'. Bottom line, you were towed because you parked in the lot of a business and then left to go elsewhere.
The owners of J-I-B had every right to have the towers remove your car from their property. What really makes it ridiculous is that there are numerous pay lots right next door that charge under $5 to park all day, but you tried to park illegally on private property rather than spend the few bucks.
And FYI, lots of people try that "buy one cup of coffee and then take off" trick. That doesn't work. If you leave the premises to go elsewhere, you are no longer patronizing their establishment, and no longer their customer. You should have spent the extra $3 or so for the public parking lot, instead of trying to avoid paying by encroaching on somebody else's property instead.
Next time, try paying for parking like the rest of us have to. Impound fees are a lot more expensive.

If you could have called the rental car company and told them the car was stolen
(which it was judging by your account of the story) (( it mite even have a lojack installed in it)
get the police involved and see how fast they give you back your car.
after all, you had witnesses in jacks that you were in there twice.
some of the other scam ( scum bag) towing companies got fined ( and jail time as I recall from the news story/expose ) just a few months ago for the same thing
