My wife had a First Consumer card. The month before it was to renew they gave notice of the fee. Instead, she paid the bill in full and wrote a letter declining renewal.

They changed the credit line to zero, and charged the annual fee anyway, thereby causing an overlimit fee. They then sent a letter saying they closed her account.

It took a (real legitimate) threat of legal action in Superior Court to force a full refund and change to account closed per cardholder's request.

Looks like they need the fees to keep Eddie Bauer stores open.
