Ford Motor Company ripoff, leased new ford freestyle w/advertised mileage of 27mpg highway. I have 72000 mls and get 17 mpg. WHY Internet & Nationwide

Leased a 2005 Ford Freestyle. Mpg listed on car is 23city 27 highway. I have the auto 1-1/2 years and 7200 miles but still get no more than 16.8 mpg on the highway and less in city driving. I also try hard to adhere to economy driving tips. Have spoken to service techs when in for service to no avail. What's the next step? Thank you,
