I came to the Fort Walton Beach Medical Center for information about Urgent care. I wanted to find out if I had an infection in my left eye. I was directed to the ER department from a Hospital employee that I asked where to go. I arrived with friend at the ER department on Feb 15th 2015 at approximately 8:30 am. I asked the desk clerk “where do I go for a non-emergency inspection of my eye”. One of the women desk clerks got up and led me to a door. I asked her twice if my friend could come and I reminded her this is a non-emergency. She didn't answer my questions. I asked her again if my friend could come. I had to raise my voice so that she would respond. Once again I said that “this is a non-emergency and was concerned about price”. She ignored every concern I brought up, but said "yes he can come with". I was lead to an inspection room and waited for someone. When a nurse arrived she took my blood pressure. I again stated “this is a not an emergency”. At this time I assumed that they were handling me as a non-emergency.  After a very long period of wait of about 1 hour a doctor arrived. The doctor put a few drops of eye numbing compound in my eye and looked at it. He said “It is a minor scratch and it will heal quick”. He prescribed me some eye drops and a nurse opened a new bottle and gave me one drop and kept the opened bottle.   After another long period a receptionist arrived and asked me “if I could pay a hundred dollars for now?” I said that I wanted to know the whole bill. She came back and told me my bill was $2720.00 dollars and that if I would get 20% off if I paid it all now. I said, “you need to take more then that off, that is crazy”. She said I can't but the good thing is that you will have met your deductible and it will be met for a year. And she continued to say that even though you are getting 20% off we will still tell the insurance that you have paid the full $2720.00 so you will not have to pay from your deductible any longer. I paid the $2220.00 and told her I needed a receipt verifying that the hospital was paid in full. She returned with the receipt and I was checked out. Upon leaving I stopped by and asked her; “My deductible doesn't renew at the beginning of the year and that my last was withdrawal was October last year so there is no way that my deductible renews on the first of each year”. She sat there typing away and didn't accurately respond to my concern. I left. I went to the admin office in person on Feb 23 2015. I talked to Peter who is an administration nurse. I had Peter read my complaint. He said I don't know how to answer your questions. Then he promised he would contact me by phone Monday with a response. I verified that he is to contact me Monday. Peter looked into my eyes and said twice more that he would call me Monday.  I called the admin office on Feb Feb 23 2015 to find out about my complaint and told the secretary that I have not heard back from Peter. She said that she would have Peter call me. As of March 8 2015 I have not heard from him.  1. How come the desk clerks didn't advise me to go to White and Wilson that was near by for the non-emergency care that I asked for when I made it clear that I was asking where to go for a non-emergency? Or for that matter, redirect me to an office that took non urgent patients?  2. Why is it they admitted me into the ER for a non-emergency and tied up resources for real emergency victims? 3. How is it that my charge is my whole deductible to the last dollar? 4. How is it possible that you can fraud my insurance by telling them that my deductible was met when it wasn't when the discount was included? 5. Why didn't I receive an itemized receipt that included the services performed? 6. Why is it that they ignored my concerns and unethically led me into a situation that resulted in an outrageous charge for a very simple service? 7. How come when Peter said twice that he would call me Monday that I never heard from him? 8. On March 6 2015 I received an invoice stating that the charge is now $2369.00. How is it that I have paid in full with a receipt stating this, that they can charge me even more and withdraw my 20%  discount?

They returned my money. I went in there personally and was able to talk to the correct person in administration. She took care of the problem and apoligized and returned my money. She stated that they forgot to give me the chance to opt-out after figuing out is was not an emergency like I stated.
