It was payable to Frank Vogel at Arlington Richfield, Inc. for "services provided by Arlington Richfield to Applicant.  Including its review of third party reports and studies (including On site Visit, surveys, engineering reports and environmental assessment) none of this was done. Frank Vogel took our money without securing financing which is an illegal business practice.
