They send out that identical e-mail to millions of people and wait for the .01% of people who fall for it and reply.

If you do reply, you will find out that they require a "transaction fee" of some kind in order to send you your reward. If you pay the fee you will never get your money back. If your lucky, you might not ever hear from them again. If you are not lucky they will send you a fake check and... Woops, it's for too much! "Oh, can you please send some of the money back?" By the time thier fake check is caught by the bank your real check will have been cashed and long gone. They get people like this all the time.
