Very well thought out and professional scam apparently based in the Ukraine from their DNS and MX (mail) records.  

Claimed to be opening a new office in my local city for  project managers. They have a 6 page pre-employment paperwork you sign that specifies the conditions in order to "work" for them and the promise of $1500 pay for completing their 1 month evaluation and completion of projects.

They assign you project management case studiy tests that are the worded exactly the same as online training courses freely available on the internet. After about 7 of these theory based tests, you move on to 'real' case studies from their special projects office. The first project is one of their european clients wants 4 models of Apple computers and you're asked to select a credit card number and make the purchase for them.

Once confronted and asked for comments, they have since disappeared with no further email responses. Call the listed phone number below and enjoy the conversation with someone who speaks english as a 3rd or 4th language. The number is apparently a VOIP based mobile number and not a fixed landline.

Their web site is reasonably good to support their scam and Jacob Steen's LinkedIn page shows him as the company's only employee.  Really enjoyed their key executives page on the company web site as its not words associated with what you typically see for high level staff.

Although I wasn't taken with the scam, it was very interesting to see the process in action and see where I would be led. It was an interesting journey. 

The first and last emails below are lengthy but are important to show you the quality of this particular scam.

My name is Jacob Steen, Senior HR/Training Manager  of GE  Consultancycompany,  nice to meet  you! During one month of screening  process  I
will  be  your  primary  contact  and  I've  been assigned as Regional Manager  in  your  area.  As  you  may notice, I will be your personal
manager. I got your profile from our HR Department and employment document from Secretary  Department, see attached. First, let me give you a bit more information on our U.S. expansion plan.

In  less  than  2  months  our managers and team of executives will be moving to your area to meet with our future U.S. managers. You will be
able  to  meet with them in person at a local branch (business trip is paid  for  those candidates who will be operating remotely). I'll keep
you  posted  on  these  dates. Screening Process will be the next step since we need to select most suitable candidates for this position.

Pre employment screening can increase the probability of hiring people with  the  appropriate  skills,  attitudes  and  interests  to fit our
organization  and  this  position.  We  think  that  screening process increases   productivity,   synergy   and   long-term  retention.  Our
scientifically  designed  and well-administered process can provide us with  objective  information  about  candidates’ skills and attitudes.
It  was confirmed when used with traditional hiring techniques, it's a viable strategy for building and maintaining a quality staff to ensure
an  edge in the marketplace. In essence, testing helps us see the real person behind the resume.
Pre  employment  testing  includes  two  major  parts: theoretical and practical.  Theoretical  part  consists  of tests, essays and training
materials.  This  part  will  mainly  cover  the major  aspects of the position, including, but not limited to:
- basic project management tools;
- project management and consulting;
- business development, problem solving, planning and etc.
Concerning  the  Practical  Part, during this step you will be able to take  part  in  a  real  time  projects  assigned  by Special Projects
Department.  Completion  of  these  two parts GUARANTEES you full-time employment.

Please, find attached Employment Agreement for upcoming pre employment on-line screening process. I'm pretty sure this was mentioned earlier,
but  yes,  screening process will be done REMOTELY. Below, please find information on the nearest group.

HOW TO APPLY FOR THE OPENING:
1)  Review  employment agreement. Please, review the document and make
sure  that  all  information  is correct, especially your initials and address.
2)  Sign  employment  agreement. You need to print out LAST PAGE only,
sign it in pen (or use electronic signature if you have one), scan the
page  and  send  it back to me via E-MAIL. We do not accepted faxed or
mailed copies so far.
3)  Select  the  group.  If  provided  group suffice, please, confirm,
otherwise, select the most suitable date so I can check openings.
4) Wait for additional details. As soon as I get your signed agreement
I  will  advise on the next step and give you more information on what
to expect further.

The last email I received from them follows:

How are you today?
Just  wanted  to update you on results of your research. First of all,
your  research was  very  informative.  Second,  your  report has been
approved  and  we've selected primary vendor and alternative option. A
list  of  vendors  will  be  shared  with  you once we start Step #3 -
EXECUTION.
Since exact  vendors  have  been selected and located, we are starting
the  next  step,  Step  #2  -  FINANCING.  We spoke to our bankers and
financial  institutions  and  discussed a way of transferring required
funds  to you so you can  execute the project. Based on the results of
discussion we made a decision that any sort of check transfers or cash
transfers  will not work for our company due to low level of security.
Taking into consideration fast development of on-line banking systems,
we decided to select this option as one of the possible ones.
Our  bankers  advised  our  company to authorize you to use one of the
corporate  bank  accounts established through US Bank. This means that
you  will  be  provided  with  24-hour access to corporate account and
required  banking  information,  such as account and routing number of
the  account.  This  account can  be used only through on-line banking
system, so you can not pay with this account or withdraw any cash from
this  account.  Since  we are working remotely  at the moment, we must
protect  corporate  account from theft. That is why there are specific
requirements on how to get funds and how to pay for the equipment.
You  will be authorized to use funds, and you will be able to complete
wire  transfers from this account (not cash). This means that you will
be able to withdraw funds from the account through on-line banking. To
get  these  funds, you will have to place them to any of your existing
credit  cards.
On  your  end  there  is  no  need  to  give  out any of your personal
information  or  share  any  sort  of credit card details. You will be
provided  with  required  instructions  and you will  be using on-line
banking on your computer,  which  will  avoid  any sort of risk.
This is how the process works:
-  you  have to select any available credit card (with zero balance or
outstanding balance, or maxed out credit card);
- then you must request banking details to start transferring process;
- as soon as you get banking details  you may proceed with transfer of
corporate  funds  from  corporate  bank  account  to your card through
on-line banking;
- once you get the funds we will  start Step #3 - EXECUTION and I will
guide you through the process.

If  everything  is  clear  for  you,  I  am  ready  to request further
instructions.   Please,  confirm that you have a card to which you can
receive corporate funds and we will move forward.
