GECCCC ripoff not honoring paid off acct holding lein Rapid City South Dakota

we paid off our account with this company in june 2005 they stated they hold the titles to the vehicles. they say they mailed the day after payment was received. we never got it. furthermore they would be sending cert. mail, and so that is how we know they never mailed it. we have requested numerouuse times to have proof mailed to us acct is paid (lein satisfied letter required by the DMV to order dupl. title) and they keep giving us the run around. it has now been 4 weeks. and we still have not received anything. in the mean time we are trying to sell this item and cannot because we cannot furnish proof of payment.
