generator factory outlet did not issue full refund laverne California

i ordered a generator from them 3 days before hurricane wilma, i paid $300 extra for 2 day shipping, when i called on the 3rd day they said it just went out the door. i told them i would not accept, the gentleman understood and said he would stop it and i would get a full refund. I paid $723.83 including 2 day shipping. first they sent me $150, i complainded they then sent me $349, they still owe me $223.83 which they wont refund because it was shipping. this is there problem as they promised i would recive generator in 2 days, they were late shipping it and i did not recieve what i paid for. if fed-x did not get it to me in 2 days that is generator factory outlets problem, not mine. the generator finally arrive 7 days later.
