Golden State Water Co A Cal Utility, Dean Robinson Not providing clean water, San Gabriel California

For 2 years I have been complaining that the water is tainted and even stagnant. I had complained to GSW and they sent Robinson who has done little if anything at all about the condition of the water.
I had an expert from DWP of Los Angeles informed me that because I live on a dead end, more because I am the last meter, the water I receive is not suitable nor safe for my family. New washers have stains and a new shower head has the same. The most they came up with is to flush the fire hydrant once every 2 weeks. For a long period this was the case, but every time the water was turn off then on again, gallons of rusty and dirty water came forth every time this was done. My clothes were dingy and the dog water bowel had sediment. Later on for many months they ceased with the hydrant flushing, I had to begin with complaints and they promised to begin a regular hydrant flushing
Now we have bad relations with the only water company, I need advice and a way to remedy my sore spot.
