Grant Assistance Fradulent charges for a "kit" I never received, Additional fradulent charges from my checking acct. for filing for grant assistance, Internet

In June of 2011, I ordered a "Grant Assistance Kit" for $2.97. I used my visa check/debit card for payment.  I was to receive the kit via US Mail within two weeks.  I never received this kit. 

After reviewing my checking account statements, I discovered that my account was charged an additional $57.93 per month for services of some sort that I never recieved and an additional monthly charge of $0.46  for a currency conversion fee!!  They were obviously operating outside of the U.S.  

There was not a phone number nor an email address provided to allow me to contact this company.  I have notified my credit union of these fradulent charges and I must write and submit  a "report" detailing what actually was and was not purchased or received in order to stop any authorization of future charges to my account.  I have little hope of recovering any of the money already fradulently taken from my account.

I think that the worst part of this "totally fradulent experience" is that I have been totally disabled for more than twenty years and living on social security disability.  I was merely investigating whether grant money was available for someone in my financially vunerable situation for everyday living expenses.
