Conartist empolyment agency.  Their people that work onsite at companies hire people under their business name, copy their work remotely using remote admintration tools to view their computer, and then HCL America fire these empolyees, and keep billing for the person they wrongfully fired. They never complete anything, they just keep rehiring people temporarily to copy their work again, and make the companies beleive they are working.  They sabatoge the programs at the 60% mark on purpose so they can over bill.  All work presented is just work of some poor contractor they were abusing by stealing their work and messing the code up so that its unreadable.
