In October 2016 I had to change my health insurance because my plan was no longer available. I was told everything was okay and I received my new tax credit starting Jan 2017. In December 2016 I received bill for 1200 Dollars. They told me it was a mistake that my tax credit was not applied for January and they would fix it even after at least 7 or 8 phone calls they did not know why it was not fixed. Talked to managers also between December 2016 and May 2017. They sent me appeal forms even though it was not my fault things were messed up and I still did not get any reason why tax credit was not applied. In the meantime I could not pick up meds or go to doctor because my insurance was refused for non-payment. I filled out appeal but told them I should not fill out an appeal because it was the Health Insurance Marketplace's fault. They canceled my appeal. I then wrote another letter and called and asked why they canceled an appeal that was not supposed to be an appeal in the first place. They wrote back and told me they reopened my appeal. They sent me forms to fill out and I asked for the reason why my tax credit was not applied but they could not tell me.
They then sent me a Notice of Informal Resolution and asked me to respond online or call above 1-800 number. I followed instructions in their letter but they were wrong and the application ID they provided was invalid. I called a manager named Ronya at above 1-800 number and she confirmed that the instructions were not good and also confirmed that the application ID for my appeal was invalid and the reasons for not receiving a tax credit were not completely clear. She thought it might have been due to the fact that some tax information was not processed by their system, but that is human entry error and not my fault either.
Today, May 26, 2017 I received a letter stating that I did not follow their directions and therefore my appeal resolution would remain the same, i.e. the $1200 for January remain.
