Ben Turnage, the developer of several subdivisions in and around Jackson and Brandon, MS are ripping off hard working home owners with their scheme. They start a home owners association at the early stages of the development but do not implement any HOA fees at the start. Once the community has enough homes in it and residents are committed they start charging OUTRAGEOUS home owners fees and threaten liens if you do not pay.
When asked to explain why they charge $400 per year for a community that has ZERO amenities they refuse to give any answers other than "we can manage and charge as we please". They also do not provide covenants or state the amount of "assessments" above the HOA fees before you close on the property. When asked to provide a budget they flatly refuse. When ask to explain the purpose of the assessment they flatly refuse. When you call to leave a message they do not return your call. When asked to provide names of Home Owners who are on the board they refuse. That is because there are NONE as required by the covenants.
They have ZERO accountability to the Home Owners. There is truly no "Home Owners Association" with Heartland Development. Home Owners are required to pay them a quarterly fee with no say in the management. It's simply taxation without representation.
DO NOT buy a home in any of Heartland Development's communities, which are Lennox, Stonebridge, Jack's Crossing, Provonce or Sunchase in Brandon, MS. You will be deceived and ripped off by Heartland Development and Ben Turnage who refuses to answer home owners' questions regarding any HOA managemnt or EXCESSIVE HOA fees and assessments.
Save yourself a lot of trouble before you buy a home in Brandon, MS and ask if the community is developed by Heartland. If it is buy somewhere else.

I would like to clarrify that Sunchase Subdivision locate off Hwy 18 in Brandon, MS does in fact have an HOA. IT IS NOW OWNED BY THE HOMEOWNERS. It is not managed by Heartland Corp., nor does Ben Turnage or Jay Fowler have control of it. They did fail to completely get it up and operational at first.
This HOA is currently managed by Ridgway Lane and Associates, 10 Cranebrake Dr., Flowood, MS 39232. Phone No. 601-936-9910. They handle all covenant violations, common area maintenance and collection of dues. Dues are assessed twice a year, and are relatively low. Dues $75.00 semi-annually or $150.00 annually, and due by Jan. 31 and July 31.
The HOA annual meeting is the second week of April each year. The Board of Directors are elected at this annual meeting. The Board of Directors meet the second Thursday of even numbered months at 12:00 noon at Ridgway Lane in Flowood.
