Hector Duarte dba Top to Bottom contracting is not a legitimate contractor. He claims he has a contractor's license #4815186, but that license hasn't been active for years. The quality of his work is terrible.
I hired Hector to do concrete work for me in November 2007. It soon became apparent that he didn't know what he was doing. After discovering that he had made numerous mistakes I contacted DOPL. They informed me that he is not a licensed contractor, and he was under investigation. As soon as i heard this I told him to stop work.
He requested a large amount of money up front before he began work. He said he would pay me back. He owes me several thousand dollars, but I haven't seen a dime from him. He also hasn't paid his materials bill to Rocky Mountain Materials and they are trying to collect the balance from me.
If you have ever done business with this person please contact Utah DOPL as soon as possible.
