Henrico Child Support violated my constitutional right richmond Virginia

Henrico Child Enforcement for over a decade been extorting me without a court order infact the agency has ignored a court order that emancipated my responsibility since August 9, 2000 by the deceased judge Radley Herold. The Henrico Child Support agency continue to use misconduct behavior to satisfy their cruel unusual punishment. The court system in Richmond VA has conspired with this behavior and deprived me from ever filing a motion against the agency by not allowing any motion to go through. The Fraudulent Virginia Code 63.2-1929 Order to Withhold document has been illegally seizing my bank account and tax refund without being contested. The Henrico Child Support agency for over three years has not supported the child which is 22year old and living supported by me the father. The arrearage $48,204.39 that was accumulated off of a fraudulent document that compensating the mother AnnMarie Hyatt. The mother AnnMarie Hyatt to who has never allow the father to be in the child life, violated a visitation court order by relocating to Virginia without the permission of the father and an establish Child support court order by judge Joan O. Cooney on January 11, 1996. The Henrico Child Support agency establish their illegal Administrative Support Order on December 8, 1998 without consultanting with the open New York Child Support. The Virginia Code pursuant to; 63.2-1915 Administrative Support Order "All administrative orders issued by the Department shall have the same force and effect as a court order. HOWEVER, any order issued by COURT supersedes an administrative order".
