Higher One sends students cards to access their financial aid. Claims you don't have to use the card but you must activate the card in order to just choose to continue receiving a paper check.

Colleges are signing up with  Bancorp Bank but is actually Higher One, to disburse the students own money and if choose to use the card, pay their fees. I chose to receive the paper check, after reading articles from other colleges on the internet (having only one ATM on the campus that is always out of money, so you have to pay more fees at different ATMs). They claimed to have mailed my check to my home address, which was a total untruth. The money turned up in my school account.

Of course, I have no access to my money, unless I activate the card and pay the fees. Scam.

My parents tried to help locate my check, but the company won't deal with parents. There is no one you can actually talk to at Higher One. It's all automated. They make you track down and find your own money, while they keep claiming to have mailed you a check. You can even print these lies out from your "account" on their website. Bancorp Bank has their name on everything, so they should be held responsible. The company was actually started by a couple of college students.
