Hughes.net Allowed someone not on the contract change my plan, now will not correct the problem Nationwide

I signed up with Hughes.net under the federal program for rural area internet service. I was under contract, I was the person on the contract. Hughes allowed someone not on the contract to upgrade my account. When I called, Hughes gave me a discount but would not put my account back to the original, agreed upon, contract.  Now they want me to call them every three-four months and request this discount of $20.00. Oh and by the way I have to pay the going rate every four month. I have called Hughes and spoke to everyone they will allow me to speak to, to no avail.
