icoolgadgets ptyoshugipu Refused to tell me how to send back for refund since it did not work Internet

Ordered T V Box in November, was charged $88.18 Nov 11. T V BOX arrived ad after 1 week of trying to make it work with my TV I contacted i coolgadgets by E Mail and they told me to send picture or video of the damage. ( there was no damage) I E Mail that I cannot get it to work and they sent 3 E Mail telling me to download and other things from internet, It still did not work. I researched the company too late and found that when they do refund, you must send merchandise to China which costs more than the merchandise . The shipment I received came from Hayden Lake Idaho USA . I have received a total of 23 E Mail from them since trying to sell me more of their junk. This was under Pay Pal, who closed the complaint without contacting me. When I called Pay Pal today they told me they could not do anything for me , to call my credit card company who had told me it was up to Pay Pal to find the resolution. So Pay Pal is no protection They claimed They had sent notices to wrong E Mail but I have a copy of the actual conversation with the Pay Pal representative who filed the complaint for me.
