Indiana Attorney General Office N/A Questionable procdures in filing a complaint - Indianapolis, Indiana

I received a letter from the Indiana Attorney General's office 2 weeks ago stating that during the course of an investigation, I may have been involved in a transaction that violates a regulation/statue. Letter went on to state please see attached documentation and that I had 20 days to respond or they would move forward with the investigation without my response.
I looked it at the documentation that was attached and it was a handwritten letter by someone I know asking that I be removed from the profession (real estate) based on 25 year old court documents that were attached to the letter.  99% of the court documents were all family civil issue relating to a divorce. There were 3 court documents in the mess that were felony charges - same name as me, but not me.  Not only do I know who wrote the letter attached to these print outs, but I also know who printed them out. 

Now, I call the case worker assigned to my case to ask why I didn't get a copy of the official complaint form. She advised me that what I got was the complaint form.  I asked her where the complaint came from and she said she didn't know (?), someone had walked her over to her. I asked her walked it over from where - she said the Real Estate Commission. I asked her what regulation/statue I may have violated. She didn't know, told me to read the statues! I asked what transaction I was involved in, again, she didn't know?!   Okay, so, I thought that may have made sense since I am a licensed Realtor and the Commission is within walking distance from the Attorney General Office.  I thanked her and hung up.  Called the Real Estate Commission, they advised me that they have no complaint and it is not their procedure to a) walk things over and b) they get the complaints after the AG's office has completed their investigation if there are findings of probable cause for the Realtor to be brought before the Commission. UMM, so with that in said I went to the website for the Attorney General and read the procedure to file a consumer complaint.  Without EXCEPTION, all complaints must filed on the form attached to the website, printed, signed, dated and mailed in with all documentation.  So, just to hear it from the AF's office, I called and asked what the proper procedure to file a complaint is and was told the EXACT same thing the website said.  I asked if I could just hand write a little note and mail it in or bring in, I was told NO. You must complete the form and if I did mail in a handwritten complaint, they would either have to contact me to complete the form and if there was no contact information on the letter, they would not move forward with the complaint.

Then I went into the office and again asked them to explain the procedure to me, I was told the same thing - and I than asked if someone in the office, anyone could tell me what transaction I was involved in and/or what statue/regulation I may have violated. Answer was "Oh that is just a standard formatted letter that is sent to everyone" UHHH???

After being told this, I again called the case worker assigned to my case and this time, I was told that the investigation started from an outside confidential source and there that was all there was to it?!?

So, here we have 2 different stories, no officially complaint from the Real Estate Commission and I am being made to re-live a 25 year abusive marriage and 2 yearlong nasty divorce hearing to answer this mystery complaint.

Has this ever happened to anyone else out that?  Are your civil and constitutional rights exempt when dealing with an Attorney General's Office?   To me, this is like being taken to taken to court, but not being told for what and asking for you to explain some 25 year old civil charges. 

So, I ask, am I way off base here in thinking that things just don't add up?
