Indoobestsellers Unknown Charged me for Item not Shipped Internet

I ordered a used book from an Amazon bookseller, Indoobestsellers.  Amazon sent me an email telling me the book had been shipped on 2/19 - my charge card also reflected that date on the charge.  As of 3/1 I have not received the book and Indoobestsellers tells me they shipped the book on 2/20.  If true, why did they carge my card as of 2/19.

I don't believe it is legal for a business to charge a customer for items or transactions that have not occurred.  I have declined Amazon's A-Z guarantee blah, blah blah because it seems like a cover for product providers that are not legitimate.  They should be responsible for veting honest, legitimate booksellers.

I am disputing the charge on my credit card - and then canceling the card.  Amazon has not been able/willing to tell me what personal financial information has been provided to Indoobestsellers, how they are paid or what information (besides my address) they provided these people.  I have a bad feeling Indoobestsellers is not a domestic company.  Could even be a scammer, given the string of complaints about them.

I would advise all who have interfaced with Indoobestsellers to change or cancel the credit card used for any transactions with this business or flag you card provider that you are concerned about a particular transaction so they can change your security code at least.

Amazon needs to take responsibility for their role in this situation and for letting it continue way too long.
