Infinity Outdoor Living Edward Karram Liar and a thief. Will not respond to calls/texts/emails. Stopped work 25% done but have 75% of money. Spring Texas

Pool builder came well recommended by a neighbor who had them build a pool and outdoor kitchen.  We went to do the same.  Owner has completed about 25% of the work and collected 75% of the money.  

Owner, salesman, and office manager will not return phone calls/texts/emails.  Has not been on the job since November 15th.  I have heard from him 2 times since then, via email.  One saying the framing materials would arrive on Nov 20 or 21 and workers on Nov 22 and another providing excuses as to absence and that work would resume on 12/2.  None of that happened.  Has left open ditches and a pool at the gunnite stage, garbage left all over the property, tile partially complete.  Ditches and pool filling with filthy water.  

Claimed he submitted required paperwork, as outlined in the contract, with the HOA and HOA never received it.

Contract states payments for work to be done are due the morning of work beginning.  Paid $9000 for framing on Nov 4, which should have had materials delivered and begun that day.  Materials haven't been delivered and work hasn't started.
