Infotechdesign.net Did not deliver promised refund of $700 and disappeared Greenville South Carolina

I've been a client of infotechdesign.net for over 10 years using them to host my websites.  In November 2013, Fred Laxton (owner) switched his company over to new servers and many of my sites would not operate on this new platform.  Many were down for a month while alternatives were explored.  I paid for the new server space and security certificates ($712) in November. 

After moving my sites to another hosting company in late December 2013 and Janurary 2014, I informed Fred that I was leaving and he promised (via e-mail on 1/13/2014) a full refund that would be processed on 2/1/2014.  No refund was ever recived and that was the last time that I heard from Fred.

I've sent many e-mails, PayPal money requests and phone messages with no replies.  His website is now offline and phone is disconnected.
