Integrated Awards processing Center Scammed, and then scammed again Largo Florida

Kevin O'Hare contacted me from company Integrated Awards Processing Center, stating they I was required to register through them for $3500 for an upcoming government project that I had, but that I would be able to file for reimbursement for the federal government since it was required. After wiring the money, I did research and found out it was NOT needed, tried to cancel the wire the same day without success. Then I contacted Kevin, who said he would refund the money, which her never did. Kevin stopped answering his phone, and then it was disconnected. Emailed him and company, and the emails have been disconnected. Then got contacted by collections agency Accounts Receivable stating that I owed $3500 to IAPC and they were trying to collect. Tried emailing and calling Accounts Receivable, and they also refuse to answer calls/emails.
