Integretal, Opticom Fraudulent billing and definite Rip Off! Internet Nationwide

I received my Qwest phone bill for Feb 06 and on the last page saw another bill added from a company called Integretal/Opticom. The bill was a little over $16.00 for a call made on a sunday nite at 1:44am.

Knowing I wasn't up that late, I called the number on my bill and talked to Opticom billing, and they said the call was made from my home and they let me hear a tape of the person who made the call. Her name was Nikki, a 19 year old college student looking for action. Well, my name isnt Nikki and at 1:44 I am not looking for action.
They said there was 15 other calls made from my number to the same place which started in July of last year thru Dec. I asked the gal how come I never received a bill from them last year on all these calls. Phone went silent and then she said she would send me to her supervisor.

I got a supervisor who said I owed the bill and he played the Nikki tape for me to listen to again. I asked him how come I never got a bill on the other 15 phone calls they said I made in 2005. He said all the other calls were promotions and they forgave me for all the other charges, but I had to pay this one. I told him I never heard of a phone company giving out 5 months of free calls on a promotion. His last comment was that I owe them and pay the charge!

Does anyone know who the heck this company is and how they havent been sent to jail or shut down on charges of Fraudulent Billing!
