I too am ashamed to admit I fell for their rip-off scam but I did not find out of their underhanded, deceitful agenda until to late. After they drained our company of all cash reserves, we continued to pay their fee hoping things will turn around soon for the good. This was not to come true. We continued in a spiraling dive financially never to recoup the enormous debt our company incurred from our vendors. Our main vendor shut us down which provided the main product we sold; Internet access.
To draw the scope of this, we provided access to our county hospital, the city buildings, 3 school systems, churches, 100's of small businesses, and thousands of residential customers. Due to the complexity and dynamics of my industry I knew I could do better by improving operations efficiency to gain better control of the company to realize the increase in revenue IPA alluded to and promised to deliver.
I fell for their rip-off lie's promising to doubling our income within the first year; which would have easily paid for the consulting fee's. They promised me that and if things didn't improve as planned they would come back to help. I left messages several times but never heard from them; except their bill collectors wanting the balance of their fee -which I cannot pay so their suing me for that as well.
An unbelievable experience watching your once thriving company flushed down the drain before your eyes because of the devious, underhanded, deceitful, unethical deeds of our own American neighbors we put our faith and trust in to help our company do better. If there isn't a law against this there certainly should be.
Stay clear of this outfit!

From one entrepreneur / small business owner to another, I am sorry that you and your business are going through this rough time. I hope things turn around for you soon, and that you are able to reestablish positive cash flows soon.
Your recourse against IPA seems to revolve around IPA's failure to comply with the terms of any contracts that you may have had with them. "Promising" revenues is hard to intelligently do and typically consultants just consult and don't usually "promise" anything but if it's in a contract - written (strongly preferred) or oral - then you've got grounds to recoup damages.
(Any contractual terms with which IPA has failed to comply could possibly be used as an affirmative defense to any bill collectors - talk to your attorney about this entire matter.)
If they weren't performing, then why did you keep paying? Did they string you along by continuing to "promise" results or something like that?
I'm not an expert in resolving these matters but if you'd be interested I know a few organizations located quite close to IPA's corporate HQ that might be able to help you with this matter.

I "worked" for IBA, and learned that the company was a brutal ripoff. At best a business can expect a canned report that only opens the door to higher fees and more expenses. The CEO is an ex felon, the entire process is geared around extracting as much money from a business as quickly as possible.
Just open the newspaper or search the internet employment sites, IBA is constantly recruiting to find new employees to send out to replace those that quit when they realize they are helping an ex con pad his bank account.
