What he did to us was to offer to do some backyard plumbing and concrete work because the neighbor a few doors down was getting some concrete work done. He said that if we paid him $1500 he could add our job to the concrete order that was coming in two days. Having already earned our trust, we gave him the money. Soon, some inexpensive materials for doing the work were put in our backyard, hence, we thought everything was proceeding normally. However, the work was never completed, and two weeks later, after many texts and phone calls, there has been no work completed or any return communication. Javier Munguia is very crafty and the epitome of a skilled con artist. He is very affable, a skilled craftsman, but once he's earned your trust, he will take the money and run with no conscience.
