Jewelry Televison JTV Ordered and Paid for never received and not reimbursed Knoxville, Tennessee

On January 11, 2010 I ordered a pair of earrings for my sister.  About 2 weeks later I called and informed the customer service department that I had not yet received the package.  I was told to wait another week which I did.  I called back 1 week later and was told I would receive a credit for the full amount of $26.98.  $19.99 for earrings, $6.99 for shipping.  Another 10 days went by and I receiverd a claim form from JTV, I filled out the forms, added a letter telling JTV how appalling their service had been and put them in the mail the next day.  On February 18 I received a credit for the price of the earrings, $19.99.  Once again I called in and was told that I should have received the full amount,  here it is 1 week later and I still don't have the full amount I was charged.  Each time I have talked to someone at Customer Service I have been told that they cannot understand what happened and that it will be cleared up immediately.  It has been 6 weeks since I ordered and paid for the earrings.  I have just $19.99 to show for the time trouble and the money.  These people are the consumate rip off artists.
