John Riggs and Millicent (Penny) Riggs appear to be scam artists targeting appraisers. The Riggs, acting as an Apprraisal Management Company (AMC), contracted with me to perform an FHA appraisal and then a Compliance Inspection Report (CIR). They didn't even send the CIR to the lender so the lender wound up calling me directly as they couldn't get in touch with John Riggs. I wound up doing the right thing and sending the report directly to the lender so they could close the loan.
They have not paid me and then told me to collect from the lender ,World Alliance Financial Corporation (WAF). I contacted WAF and they told me even though I wound up sending the report to them directly, they still sent my appraisal fees to John Riggs. They said they contracted with Riggs and the lack of payment was an issue I would need to take up with John Riggs. He won't answer the phone and most times won't answer e-mails.
I have informed World Alliance Financial Corp regarding this scam. I have also registered a complaint with the California Office of Real Estate Appraisers. I would urge any appraiser who has been ripped off by these people to register a complaint. If enough of us file complaints the COREA might launch an investigation which could hamper the Riggs' efforts to rip anyone else off.

Our MN company performed FHA appraisals for him and he has not paid and will not answer his phone. We sent a demand letter and have heard nothing back. We will follow the advice and report him to the California Office of Real Estate Appraisers and other state agencies.
