I bought two pre-construction apartments through Jon Chilian's company, Beachfront Brazil, or Beach Land Development, with the agreement that he would re-sell the apartments when I needed to have them resold. I told him up-front that I required this agreement because I needed to sell apartments to create cash-flow. Later I made a deal with him that I would buy a third apartment with just a deposit of USD $9,400, AND NO MORE MONEY WOULD BE DUE UNTIL HE HAD SOLD MY FIRST TWO APARTMENTS. I paid him the initial deposit as agreed. Shortly afterward he went on vacation for a month, then returned and promptly told me that he wouldn't be selling any of my apartments.

I contacted the developer to find out the status of my contract and was informed that they had canceled my contract because they did not receive any money from me at all. I asked about the initial payment which I had wired to Beachfront Brazil's Panamanian bank account, and was told that the developer never received this money. I asked Jon Chilian for a refund, and was told that my deposit was his commission for making the sale and was non-refundable.

He lied, misrepresented our agreement and kept a commission on a sale that never actually happened because he broke his word to me, lied about the terms of the purchase, and never gave my deposit money to the developer!

I could go on and on about this man's unethical business practices. The fact that he had me wire money from the USA to his account in Panama to buy property in Brazil looks like tax evasion and money laundering to me - he avoided having a paper-trail for his income in Brazil or the USA (Panama is a favorite location for money launders and tax evaders to set up bank accounts). I later found out that his commissions totaled approximately 24% on the cost of the apartments, and that this was outside the scope of the contracts, meaning that this amount was non-refundable!! Needless to say this part of the agreement was not transparent.

The owner of Beachfront Brazil requests that I make the following statement:

'Beachfront Brazil was able to get me a refund from the developer and the deposit was paid back to me in full.

I am now satisfied and I have no more negative things to say about Beachfront Brazil or Beach Land Development.

Also I would like to point out that I exaggerated earlier on some things I posted. Beachfront Brazil and its owners are NOT ripping anybody off and are also NOT involved in money laundering and they do NOT have an offshore bank account.

Sorry for any inconvenience this may have caused.'

Jon Chilian doesn't think that he should have to pay me interest for the money that I deposited for the year and five months (and counting) that I haven't been able to use it.

Chilian also sold the units as being in the last building that the city of Natal was going to issue a sewage permit to (i.e., no more sewage permits would be available for builders). He said that this meant that no other buildings would be built in the area obstructing the view of the sea. The next thing I heard was from a visitor to the site, saying that a 20-story building had been approved and was going up, partially obstructing the ocean views.
