Joseph Brown I received an email stating there is a warrant for my arrest at 3 pm today Los Angeles California

Hi, I received an email an hour ago from the office of Joseph Brown Fiancial Crime Enforcement Network.  They said I owe $866 for a loan I do not remember taking out.  They said I had three hours to contact them or I would be arrested at 3 this afternoon.  They gave me an arrest warrant of JSB 85496183 and a case number of JA-MD 815577.  They said I must pay them $866 today or I will be arrested and will have to pay a $6000 dollar court fee. I try to contact them by email as they say and no one responds.  I have tried to call their online phone number but cannot get through.  I saw a few other complaints with the exact Arrest warrant as I have and the exact case number as I have.  I will try to attach that email to you on this page.  That will help you understand where I am coming from.  Also I am deaf and disabled guy who lives on $1170.00 disability income. 

And now I have received a second email stating the loan was taken out by Cash Advance and I must pay 300 today --which I do not have or the arrest warrant remains in effect.  Are these people real  or are they scare tactics people.  I don't understand this at all.
