When I first enrolled at Kaplan University (Online Classes) in November of 2007, my Admissions Advisor assured me that Financial Aid was going to cover everything for the first 3 terms except for the remaining balance of $2,305. She then told me all I needed to do was to sign up for a CitiAssit loan through Citi Bank for that remaining amount of $2,305. After that was done she assured me that I was covered fully for the first 3 terms. (Which was a lie because the balance started to go build up before the 3 terms)
She would even call me from her cell phone to tell me stuff she couldn't say on the recorded phone line. She would even try and tell me what to put in the FAFSA application just to try and speed up the enrollment process.
I have now been blocked from my classes because of a high balance on my account that exceeds $2,000. I don't know why there is even a balance on my account considering that I was told everything would be covered. Kaplan University will do anything to get you to enroll and then after you enroll they slap you on the face with BS! They will tell you that you need a parent loan and all this stuff.
They never told me that I needed a parents plus loan at the beginning of enrollment! I have been scammed and put into debt for no reason!
DO NOT ATTEND KAPLAN UNIVERSITY!!
IF you do, take screen shots and print everything to can!! Keep everything!

I had the same problem you are facing. I just put in a compaint today and notice a phone number a consumer sent. I called that number and they refered me to another number. I finally was in touch with a government office to file a complaint and investigate. They are Ombudsman, their phone number is 877-557-2575, their website is www.ombudsman.ed.gov. If we can all get together and file a complaint this will not be ignored. Good luck to all.

I have worked in the financial aid field for Universities that are for profit/non-profit over 15 yrs. It is illegal for an admission advisor to speak to you about financial aid; whether or not it is funded by the federal government. They cannot speak to you about Citiassist loan/Signature loan or any alternative loan. It is unlawful due to the conflict of interest. I advise you to call the Department of Education at 1-800-433-3243) or 1-319-337-5665. If you are hearing-impaired and have questions, contact the TTY line at 1-800-730-8913. The Department of Education will contact the school & audit your file with your authorization release of information. Keep in mind the Department receives complaints on an on going-basis and addresses them accordingly. If you can get in contact with the other students that have filed reports at this website and all of you call the Department of Education they will respond quicker & audit the school's files and possibly depending on the seriousness of their findings if any; the results can be subject to losing their ability to participate in Federal Financial Aid known as TitleIV.
At the University I have worked for students filed complaints & we have had the Department of Education audit the files. There is not 1 complaint that is made to the D.O.E that they do not act on/investigate. They do take each complaint very serious.
I hope you utilize the information I have provided for you you will not regret doing so. It only takes 1 phone call to get a resolution to the matter at hand.
