I have yet to get the parts that I paid for almost a year ago. I keep getting excuses from Kevin Zagar as to why he hasn't sent them yet. I paid Kevin at Cool Rydes So. Customs $23,931.02 and would like the parts I paid for months ago. He owes me a fan belt for the cooling system he ordered for me as well as the center caps for the brakes I purchased from him. The cost on the brakes was $1,395.00 and the cooling system was $1,595.00. If he can't provide the parts to complete these kits, I want a full refund.
I ordered custom wheels for this car as well. They were $1800.00 each. Kevin Zagar at Cool Rydes So Customs worked directly with the wheel manufacturer and gave them the wrong measurements after he assured me and Fifteen/52 that they were correct. They don't fit. Because they were a special order, they wont take them back. I need to have two new ones build for the rear of the car. When I informed Kevin Zagar at Cool Rydes So. Cal Customs that they didn't fit, he told me to buy some cheap wheel spacers to solve the problem. I'm not going to use wheel spacers on custom wheels that I had built. The whole point of custom wheel is to avoid using wheel spacers. Because he gave the manufacturer the wrong measurements, I have two wheels that I cant use.
I've contacted Kevin Zagar at Cool Rydes So. Cal Customs several times asking for my parts. He usually tells me that he will ship them next week and never does. On January 6th 2018 I sent him a message that read, Hey Kevin. I need the fan belt and center caps for my brakes that you've been paid for. I'm done asking. It's been 6 months with little communication from you about when I may get the parts that have been paid for from you. Give me a firm date and stick to it like I did. His response was; Been super busy Pal. I'll get on it and send them over. Most likely next week. Please spare the attitude it will only slow things down. Apparently he thinks that he can hold his customers parts hostage based on attitude even after they've paid for the parts. I guess he doesnt realize that it's illegal and considered theft.
I want the parts I've paid for and $3,600.00 for two new wheels plus whatever shipping charges are to me from Fifteen/52 wheel company. I have all the communications between Kevin Zagar and Fifteen/52 when they discussed wheel measurements.
I'm trying to avoid making this a legal matter, but will if pushed. I've reported Kevin Zagar and Cool Rydes So. Cal Customs to the Federal Trade Commission, The BBB, The CA State Attorney's Generals Office, The CFPB and you. I've given him more than enough time to make this right and he ignores me.

A quick observation of the complaintant.
Over the time I delt with this individual he did the same type of thing with every shop he did business with. In fact when he came to me to build the chassis we complained about the shop doing the work. He has a history of not only trying to get things he did not pay for, but also not paying for services rendered.
IN FACT WHEN HE WAS DUE TO PAY THE BILL HERE I HAD TO SEND A REGISTERED LETTER OF INTENT TO PLACE A MECHANICS LEAN ON THE PARTS. THIS WAS AFTER 4 MONTHS OF BEING GIVEN DIFFERNET EXCUSES OF WHY HE COULD NOT PAY. DURRING THIS TIME HE STIFFED ANOTHER SHOP, BOUGHT OTHER CARS, AND WENT TO BARRET JACKSON CAR AUCTION IN SCOTTSDALE.
SINCE THEN I KNOW OF AT LEAST ONE MORE TIME THAT HE STIFFED ANOTHER SHOP.
SO TO SAY THIS GUY LIKES TO THIS TYPE OF THING IS AN UNDERSTATEMENT.
I will be contacting the other shops to post their experences with him. I know of many that have lost thousdands to him, which he will justify.
So below is a time line and possible resilution I offered to the different aggencies he filed complaints with.

I Kevin Zagar was contacted by Rob Walker in regards to an estimate for all the suspension parts I manufacture to go under a stock body 1963 Volkswagen Beetle. I sent an estimate the same day. I then received a number of emails and phone calls in regards to further details that he had for his build. In one such email he stated on 11/23/2015.
"Hey Kevin-
Remember that I will be running 17X7 wheels all the way around. I wanted to run the narrowed version of the front end and not sure what we need for the rear as far as width goes.
Rob"
(Original email asking for this with our "Narrowed" suspension kits included in envelope for your veiwing)
In response (durring a phone call) to this I explained since he was planning to run 5 on 205 wheels known as "Wide 5" wheels, not the 5 on 130mm Porsche pattern he now has, that he would need narrowed for the rear suspension to make room for the additional width of his brakes for the 5 on 205 wheels.
On 12/02/15
Rob contacted me via email to talk via phone about building complete chassis for him.
We talked later about taking on the entire build. He expressed feeling of not getting what he paid for from the current builder and wanted to ship his pan to me to complete and tun into a complete chassis that he could simply install his 1963 bug body on when shipped back.
Durring this phone call we talked about the NEW wheels he wanted to order. I explained I could either change the estimate to reflect the use of our standard width arms to work with the NEW wheels with out the use of billit aluminum spacers like the ones in the attached picture or if he wanted the option of changing wheels to different offsets in the future he could simply use 1/4 spacers like the ones Porsche uses. He agreed and there fore we kept the estimate reflecting the Narrow rear arms.

I was asked to provide wheel sizes that we normally work with for a 1963 VW Beetle to Chris @ fifteen52 which I did via email. You'll notice in the email I gave a range of offset so that the wheel could be made and a spacer could be used to propperly locate wheel.

Around this date I received call from Rob, telling me he wanted to look into changing the build from a 1963 beetle chassis to a 1957 Porsche coupe kit car build as he was having problems having this much money invested in a beetle build. I then spent endless hours and time checking into Porsche coupe kits that were available. After finding the best I could I re quoted the estimate on 05/27/2016 including a list of everything we had of his. He emailed back later that day with an opening statement of
"Okay.
Let's do it. We're going to have to finish the pan and not get the body for a couple of months, I need to save some money after buying that Nova!"

I recieved a phone call from Rob telling me he wanted to stop the build due to financial reasons and the loss of interest in the build. He asked if we could not performan some of the details in a way to cut cost. I email him a way we could help cut cost for him. (See attached email from this date. )

Rob emailed me back a proposal and took full responsibility for all the changes and asked if we could agree to his proposal. (see attached email)

Rob emailed me thanking me for everything and said he intended to build this chassis with his son and place a 1959 VW beetle convertible body on it. He also praised me on being a good friend and helping him so much. (email available on request.)
He had also agreed to pay the unpaid balance of over $13,000 dollars by the end of October 2016.

I sent a reminder email for full payment. It was nut until I sent a registered letter of demand for payment on 03/38/2017 that I was finally eble to get paid in full for work performaned. Final payment was paid 04/2017 and parts were finally picked up in 08/2017.

I recieved an email from Rob with a list of missing parts, which I promply replied and sent out missing parts and parts that were not paid for as a way of saying sorry for the missing parts.
At this time there was NO mention of the dust caps (he calls center caps. center caps are part of the wheels) for the brakes or fan belt.

Rob sent another email saying he was also missing the center caps. I called him later and discussed with him that the billet center caps would not fit under his wheels as the caps were made for cars not running the center caps of their wheels, and that he would need to use a set of stock steel OEM caps that I do not provide as part of his kit.
After a few weeks he decided he now wanted these caps and an extra fan belt. I explained to him he would need to pay for these in advance including shipping during another phone conversation. To date he has not paid for these and continues to ask for them. If I send out parts for free I will not stay in business.
Possible solutions to "center caps and belt":
1) He purchases a set of OEM Volkswagen caps, part number 111 405 691 B
2) He purchases a set of the billet aluminum ones from me with a written letter he understands that he will not be able to use his center caps that came with his wheels. Cost of caps is $64.95 for the pair.
3) He can send back the entire CoolStop brake kit for a full refund minus shipping charges.
When the Brake kit is received complete and in new condition I will refund the original amount charge $1395
As far as the fan belt:
1) I will provide him with the part number so he can buy a replacement at a parts store like Autozone, O'Rileys, Pep Boys
2) He can send back the entire Porsche 911 cooling system kit for a full refund minus shipping charges.
When the Porsche 911 cooling system kit is received complete and in new condition I will refund the original amount charge $1595
As far as the wheels:
I was asked back in 2015 to supply information for the proper size wheels to fit a 1963 Beetle, not a Porsche body, or later a 1959 bug convertible, all of which take slightly different wheel sizes. The customer changed what vehicle the chassis I was building for him multiple times and was told that he would have to use spacers or have the wheels rebuilt in 2016. He agreed multiple times to using spacers so that he would not have to pay to send them back to be rebuilt with different offsets. There for I do not believe I am responsible to pay anything toward the rebuilding or replacement of his wheels.
The spacers look just like the brake hubs and are a safe correction when used in this adjustment. They are DOT (Department of Transportation approved).
He sent me a message through facebook confirming he needed spacers on 09/21/2017 5:12P with a picture and caption saying "Going to need wheel spacers. The rim hits the control arm." I responded "Use some washers and put them under the wheel to figure out how tall the spacers need to be. You can pick up spacers on ebay for 20-40 dollars a pair normally" His response "Good idea. Thanks"

They cost $27 and you will not see them once installed. We use these type of spacers all the time to help customers supplied wheels fit propperly.
Total cost of the above items would set Mr. Walker back:
1) OEM dust caps.....$6.00
2) Cooling fan belt....$19.00
3) Spacers for wheels...$27.00
Total of $52.00 plus shipping.
If he has troubles finding these I will purchase them on his behalf and ship them to him free of charge, However I demand a leter of intent to Cease & Desist, no longer prosue any additional actions like this to cost me time and money in any relation to his purchase from CoolRydes So-Cal Customs. This includes current or future legal action.
