key bank mortgage discrepency in escrow account pittsburgh Pennsylvania

 We refinance our Mortgage on 06/26/2009 with Key Bank and the attorney was James F Leopold and we signed the closing documents that our monthly payment will be $2,111.21 whcih included ( mortgage, escrow and insurance

After continuing to pay this payment on 02/21/2011 we received a final warning notice from City of Yonkers that we owe $4,415.58 tax due, and that time our Mortgage went from Key Bank to Bank of America, when we complained about this problem to Bank of America, as per them there was a discrepency on our closing , on 07/14/2009 after our closing we receives a escrow refund check the amount of $3,799.78, which was we received in error, that fund should go to City that was not our fault, and for that City of Yonkers fined us $1,318.44

Due to that discrepency (not sure which bank's fault) our monthly payment increased to $2,625.37. We went to the City Hall as per them Property tax increased only $273.00 per year. so we paid 500.00 extra every month for Bank's mistake.

Now we receives a notice last month that again our Mortgage servicer change from Bank of America to Key Bank, and again the same situtation arises that we are again escrow shortage of $3,239.16 and again our monthly payment increased to $2,620.69.

So from 2009 after i refinace with Key Bank i am so disappointed and frustrated with all this problem, I can not afford a law year for this problem, so what should i do, my most concern is after paying exact amount why im having shortage in my escrow account every time mortgage service holder change.
