Kimball Hill Homes promised us 4,000. in closing cost and then pay there broker with it. Houston Texas

My husband and I bought a new home. We were promised 4,000. in closing cost. Our final closing statement shows no such credit. So I have contacted Kimball Hill Homes several times. They have responded leading us on that we would receive that money. Then, they called and told us that the 4,000. went towards paying there broker.
When buying a new home, I was under the impression that the builders paid there brokers. Am I wrong?

I feel this company is misleading and hide things from you. My husband and I do not want others to have this happen to them. We also are still paying the title company 7 months later. They said we still owe them money. That we did not pay enough at closing.
Kimball Hill Homes also told us that there copy of the final closing statement shows the credit. I had them mail it to me, I still see no credit. Just a crapy photocopy with small print and blacked out information. Don't buy from Kimball Hill Homes Unless you like to be deceived.
