Kite Rental Property (Brya Kite) criminal, thief, liar, horrible landlord, dishonest Laramie, Wyoming

Brya Kite and his "company" Kite Rental Properties own several rentals around Laramie. He first of all neglected (as in told us it was okay) not to do a damage check when we moved into our apartment in the Fall of 2008. Towards the end of our lease, he stopped returning phone calls, and his email went down after we attempted to get ahold of him regarding the end of the lease and questions about the unfair utilities. We were supposed to split the gas bill with the tenants upstairs but they never paid the bills nor brought us the amount for our share so there were over 1000 dollars in gas bills and late fees that these people nor the landlord told us about. So anyways, I ended up mailing our keys to the landlord with a letter stating that we were not going to renew the lease (I was going to South America for the semester). While I was away, I continued to attempt to call him, the only thing I could do was leave voicemails. He never replied. On 14 September, he sent the damage deposit refund back to one of my roommates with deductions for carpet shampooing, cleaning services and charges for 4 broken windows. Actual itemized receipts were not included. Brya still continues to ignore emails and phone calls regarding the situation. We did not break any windows during our stay and it is illegal to withhold the deposit 30 days passed the lease end date (21 July) unless there is significant damage.
