Kiwilou.com Sent a faulty product. Refused to offer replacement or refund Reno Nevada

I purchased a sweater from their website as a Christmas gift (2017). The sweater they sent me was of TERRIBLE quality. The hood was uneven and one of the arms was twisted and stitched incorrectly, and therefore you couldn't even get your arm through it. I tried calling their support phone number, and all it does is send me straight to voice mail. I then emailed their support and they agreed to send me a replacement. After a few weeks, I realized I hadn't received the replacement yet. I emailed them again, and again, and again, and they refuse to respond to any of my emails. It has now been a month and a half, and I still have not received a replacement sweater, nor have I received a refund, despite my constant emails requesting this. I have also left multiple messages on their voice mail, and have not received responses to that either.
