KUDOS INTERACTIVE LIMITED-http://tuberankmachine.net Ankur Shukla Founder & CEO at Kudos Interactive Ltd Refuse to give refund through PayPal

I purchased an online product from this company KUDOS INTERACTIVE LIMITED for a product called http://tuberankmachine.net. I was and have been unable to access the site and contacted them for an immediate refund the same day as the purchase. They did not reply so I sent them a message through PayPal. They said they sent access info, however they did not as I never saw it in my email box. I simply want a refund for a product that is not accessible and not as described. I did further research on this company and found numerous scam reports online regarding refunds. They indicate that unless they cannot resolve a technical issue all sales are final. I am also going to file a fraud lawsuit with the California State Attorneys Office if PayPal cannot resolve this to my satisfaction as a buyer. I think they sign people up, don't give everyone access and keep the money.
