Lago Del Oro Water Company Being billed for an exorbitant amount of water all summer when our water has been turned off Sun Lakes Arizona

My partner and I leave Tucson in the summer starting May and return in October.  We turn the water off to the house at that time and leave the water on for the outdoor irrigation system.  A house sitter comes once a week and waters our indoor plants and flushes all toilets.  In order to do that he turns the water on briefly, being careful to turn it off when he leaves.

Our May bill came saying we had used 24,940 gallons of water.  We called the company and they said they would send a meter reader out to check.  A neighbor as well as the house sitter checked the meter and it was covered with debris so it was clear that no one could have read it.

The next month a bill came saying we had used 28,690 gallons of water.  Once again a neighbor and the house sitter checked  everything including any standing water in the yard.  Then a plumber was hired to check to see if any underground leaks were in evidence and he found none.  At that time there were some rains in Tucson so the house sitter turned all the water off altogether and didn't even turn it back on when he came the next week. We still recieved a bill for 19,540 gallons of usage.  The bills have been $100. / month approximately which I have paid in good faith until this month.  My partner Ed Sand has made several calls to the company and they keep saying they will check but we have had no resolution to this issue.
